Heidelberg Materials Bets on Turkey Ahead of the Next Infrastructure Cycle

The world's largest building materials producers are increasingly shifting their focus from mature European markets toward regions that could generate the next wave of infrastructure demand. Against this backdrop, Heidelberg Materials has strengthened its position in Turkey by taking control of cement producer Akçansa. The transaction appears to be more than a simple expansion of operations—it looks like preparation for the next investment cycle in the global construction industry.

Heidelberg Materials acquired Sabancı Holding's 39.72% stake in Akçansa, increasing its ownership to 79.44%. The transaction was valued at $427.9 million, implying a total company valuation of approximately $1.1 billion. Following the completion of the deal, the German group gained operational control of one of Turkey's largest building materials producers.

Akçansa operates three cement plants, 26 ready-mix concrete facilities, five quarries, and five marine terminals across the Marmara, Aegean, and Black Sea regions. For Heidelberg Materials, the value of the acquisition extends well beyond additional production capacity. Control of this export infrastructure provides greater flexibility in supplying both the domestic Turkish market and international destinations, including the Mediterranean, the Black Sea region, and the U.S. East Coast.

Perhaps the most revealing part of the announcement was Heidelberg Materials' own wording. In its official statement, the company highlighted that Turkey's geographic location creates long-term opportunities linked to the future reconstruction of neighboring regions, including the Middle East and the Black Sea basin. For a publicly listed company, such language is rarely incidental and typically reflects management's long-term strategic thinking.

At the same time, Heidelberg Materials continues to execute its broader transformation strategy. The company is investing in carbon capture and storage (CCS) technologies, modernizing production facilities, optimizing its asset portfolio, and implementing operational efficiency programs. Following the first quarter of 2026, management reaffirmed its target of achieving at least €500 million in cumulative savings by year-end through its Transformation Accelerator Initiative.

Heidelberg Materials' strategy reflects a broader trend across the building materials industry. Global producers are simultaneously working to reduce carbon emissions, improve operational efficiency, and strengthen their presence in markets capable of delivering long-term demand growth. In this environment, production capacity, export infrastructure, and geographic positioning are becoming strategic assets alongside manufacturing scale.

Andrievskii Verdict

Historically, the construction sector has been among the earliest beneficiaries of large-scale economic recovery programs. Following major conflicts or severe economic crises, government spending has traditionally been directed toward transportation, energy, industrial, and residential infrastructure, creating sustained demand for cement, concrete, and other construction materials.

Large-scale reconstruction in Ukraine, together with potential rebuilding programs in parts of the Middle East, could significantly increase demand for cement, concrete, and aggregates. Under such conditions, production geography, export infrastructure, and logistics become decisive competitive advantages for building materials producers.

Viewed through this lens, the Akçansa acquisition appears to be a logical strategic move. Heidelberg Materials is expanding its production base, strengthening its export network, and reinforcing its position in Turkey—a country whose geographic location could make it one of the key supply hubs for future infrastructure projects across Eastern Europe, the Black Sea region, and the Middle East.
